SITE WALKS AND CONSULTING
A representative from B4 Disaster Management and Consulting Services personally visits each site and works with the school administrator in charge of emergency preparedness to evaluate and discuss the evacuation routes, assembly areas and potential hazards and risks on or nearby the school. All main utility shut-off sites are located; fire lanes are identified. Using the information gathered from the consultation and site walk, in conjunction with aerial photos and blueprints, the campus layout will be drafted. The map identifies all buildings, classrooms, fence lines, gates, storage units, restrooms, and offices; evacuation routes, assembly areas, parking lots, fire lanes and adjacent streets. Detail is very important and our team works closely with the emergency managers to ensure satisfaction.
EMERGENCY RESPONSE PLAN
The Emergency Response Plan fulfills all the requirements of the state of California. Its structure follows the State Emergency Management System (SEMS) guidelines and aligns itself with the mandates set by the federal government (NIMS). The plan is unique in that it provides
- details of the responsibilities of each officer and recommends support for each assignment;
- includes forms, suggested policies and guidelines on a CD format for easy accessibility;
- provides certain information in Spanish for use in a bilingual community;
- includes a section specific to the requirements of the special needs population on a school campus;
- provides implementation instructions; and
- includes an annual update section to assist the district and site emergency manager in necessary yearly revisions
The Emergency Response Plan consists of the following:
One Emergency Response Plan binder.
Six Team Assignment Binders per site:
- Incident Commander
- Operations Officer
- Finance/Administration Officer
- Logistics/Liaison Officer
- Public Information Officer
- Planning and Intelligence Officer
The purpose of the Team Assignment Binder is to assist each team leader with the organization of their team(s). Suggestions are made for consideration when forming support teams and organizing equipment and material to prepare for emergencies. Each binder contains 30 forms for use in the preparation, prevention, mitigation and recovery phases of emergency response. In addition each binder includes suggested policies and guidelines, such as Student Release Policy, Triage Guidelines, Bus Driver Response Procedures and Suggested Emergency Protocols for Special Needs Persons. Pertinent forms will also be provided in Spanish to distribute to non-English speaking parents. A CD is included in each binder to ensure availability to everyone.
MAPS AND SITE DIAGRAMS
Using aerial photos and all the information gathered from the site walk B4 Disaster Management and Consulting Services develops a comprehensive color map illustrating the present layout of the school. The map includes detail of all the schools’ buildings, entrances, exits, evacuation routes, assembly areas, fire lanes, utility shut-off locations, and surrounding streets.
Once approved, a fully encased, framed and laminated 24” x 36” map will be custom-made to hang inside the administration. In addition, 1-8.5” x 11” map is provided for each unit purchased and a CD containing all the maps are provided to the fire and police departments for their use.
On an annual basis, B4 Disaster Management and Consulting Services will revise any changes made to the site. Additional costs may apply.

INTEGRATED CRISIS SYSTEM
In order for a school to be fully prepared for an emergency three things must be in place:
- a plan or course of action;
- a well-prepared staff; and
- equipment and supplies to respond.
B4 Disaster Management and Consulting Services is the only company to offer a complete service-oriented system that provides each of these components. Services provided are:
- Personal consultations to evaluate current emergency response program.
- Custom Emergency Response Plan writing. Our plan guides the Emergency Manager step-by-step through the process of developing a school team and details the responsibilities of each Team Leader. Team Leaders are provided with individual team assignment binders highlighting all areas necessary for their support. Forms are provided (in the plan and each binder) to assist in the areas of preparedness, prevention, and response. Suggested guidelines and policies are included. Parent information is included in Spanish and English. All forms are provided in a CD format for easy duplication. A special section is provided for annual updates.
- Custom school site maps are developed using aerial photographs, blueprints and data gathered from on-site inspections. Site maps include details of the administration building, classrooms, restrooms, custodial closets and storage units, etc. The site map also includes utility shut-off locations, fence lines, gates, fire lanes, evacuation routes, and assembly areas. It is an excellent tool to prepare staff and students for the safest response in the event of an emergency. The completed map is laminated and framed (24” x 36”) and is suitable for all administrative offices; one laminated (color) 8.5” x 11” map is provided for each unit purchased. Maps are also provided on CD for reproduction and distribution to the fire and police departments.
- Annual evaluations are offered to ensure the site map is kept up to date – no contract is required!
- Customized equipment is assembled and packaged for the classroom to protect staff and students in the event of entrapment or prolonged lockdown. A unique sanitation system is included.
- Long term equipment is offered to supplement the classroom unit. Schools choose from our list of suggestions or purchase custom-designed packages. We offer a unique packaging system or you choose a storage unit on campus.
